How the status is decided
Baseline is the last complete statistical period before the government took office, never an interpolated election-day figure. A target is achieved when the latest official value reaches the target level; missed when the deadline has passed without reaching it; otherwise on track when the share of the required change achieved is at least the share of time elapsed, and off track when it is not. A standing target with a tolerance band is assessed for the latest period only. An ambition with no date shows direction only.
