What this measures
The average council tax set for a Band D dwelling across England for the financial year, including the adult social care precept and parish precepts.
What this doesn’t measure
What most households pay: dwellings in bands A to C pay less, discounts and council tax support reduce bills, and Scotland, Wales and Northern Ireland set their own systems.
Important caveat
The average Band D figure is a level set before the year begins, across all billing and precepting authorities in England, weighted by tax base. It includes the adult social care precept since 2016-17 and parish precepts. Most dwellings are in bands A to C and pay a fraction of the Band D amount; discounts, exemptions and council tax support reduce many bills further. Scotland and Wales set council tax separately and Northern Ireland uses domestic rates.
