What this measures
Average weekly household expenditure on personal care, personal effects, social protection, insurance and other services (COICOP group 12), from the ONS Living Costs and Food Survey as published in Family Spending. The all-households figure is UK-wide for one financial year; income-decile and household-composition breakdowns are held on the same series, and regional figures are three-year averages stored against each region's code.
What this doesn’t measure
What any particular household spends: these are survey averages across households of very different sizes and incomes, sampled from about 5,000 households a year, and regional figures are averaged over three years because single-year samples are small.
Important caveat
Family Spending averages are from the ONS Living Costs and Food Survey, about 5,000 responding UK households a year each keeping a two-week spending diary. Averages are across all households in the group, whatever their size, so a group's figure is not the cost of a particular household. Regional tables are three-year averages because single-year regional samples are small. Suppressed cells (".." and ":") are omitted rather than estimated. Housing (net) excludes mortgage interest and council tax, which are counted under other expenditure items.
