What this measures
Households assessed as owed a homelessness duty during the quarter, split between the prevention duty (threatened with homelessness within 56 days but not yet homeless) and the relief duty (already homeless when assessed). The two sum to the duty-owed total within rounding (every figure is rounded to the nearest 10).
Movement between the duties: a household owed the prevention duty that later becomes homeless is counted again under the relief duty in the quarter that happens.
