What this measures
Net current expenditure by each English local authority split across the fourteen revenue outturn service lines — education, adult social care, children's social care, public health, highways and transport, housing outside the HRA, culture, environment, planning, police, fire, central and other services. The lines sum to the authority's total service expenditure.
A service line an authority reports as £0 is not stored, so absence means the authority spent nothing on that service (usually because another tier runs it), not missing data. Negative lines are published data: a service whose income exceeded its spend.
