Band D council tax rates by year, 1996-97 onwards (Scottish Government)

One sheet holding every Scottish council's Band D rate for every financial year since 1996-97, from the Council Tax Assumptions return councils make to the Scottish Government, with a Scotland row the publisher calculates as the average across councils. The figures exclude water and sewerage charges, which Scottish Water bills alongside council tax; the extractor checks that the file still says so. The sheet name carries the year range and changes every year, so the sheet is matched on its prefix. Scottish Band D is not the same quantity as the English Band D figure MHCLG publishes, which includes police, fire and parish precepts, so the two are separate metrics here and are never charted together.
