What this measures

The total amount raised through the adult social care precept on council tax across England in the financial year (MHCLG council tax levels, Table 5). The precept is the ring-fenced additional council tax that authorities with adult social care duties may set on top of the core referendum limit.

What this doesn’t measure

Total spending on adult social care, most of which is funded from core council tax, government grants and charges: the precept is one funding stream on top of those.

Important caveat

The average Band D figure is a level set before the year begins, across all billing and precepting authorities in England, weighted by tax base. It includes the adult social care precept since 2016-17 and parish precepts. Most dwellings are in bands A to C and pay a fraction of the Band D amount; discounts, exemptions and council tax support reduce many bills further. Scotland and Wales set council tax separately and Northern Ireland uses domestic rates.
