Dwellings on the Council Tax valuation lists

What this doesn’t measure

Households or occupied homes: empty dwellings and second homes are on the list, and one dwelling can hold more than one household. Not a measure of housebuilding in-year — the list also grows when existing buildings are split or brought into banding. Counts are rounded to the nearest 10.

Important caveat

These counts come from the Valuation Office Agency's administrative database of the Council Tax valuation lists, extracted as at 31 March each year — an administrative by-product of banding, not a survey. A dwelling's band reflects its value at the list's valuation date (1 April 1991 in England, 1 April 2003 in Wales), so the band mix describes relative values then, not house prices now; bands change only on specific events such as a sale following alterations or a successful challenge. Every count is independently rounded to the nearest 10 and counts of one to four are suppressed, so bands do not sum exactly to totals and a missing band figure means "too small to publish", not zero. The list counts dwellings, not households: empty homes and second homes are included, and dwellings exempt from paying (such as student halls) can still hold a band.
